申请样品问题

我帮一个公司的客户申请样品，输入邮箱显示   THE END CUSTOMER ASSOCIATED WITH YOUR ORDER IS NOT ELIGIBLE TO RECEIVE FREE SAMPLE ORDERS

然后用另一个客户的邮箱申请，就ok了，这啥情况？？？我刚帮客户申请的TI账号，之前这样操作也没问题
