TPS6508641输出不对

根据tps650860EVM的参考电路设计了TPS6508641的电路,在测试的时候发现buck1输出为4.3v，并且电压在跳动，负载能力非常差，DRVH1和DRVL1脚输出的开关频率为86HZ左右，由于buck1输出不对后面的几路电源也都没有输出，请问这种现象的原因可能是什么？TPS6508641在出厂的时候是否加载有默认的程序，用户在使用的时候还需不需要写入程序？
