问题：TI公司MC3303设计与ON公司MC3303在技术文件中显示原理完全一致，但是在使用过程中，8脚输出异常

现象：在9脚输入下降电位，10脚输入高电平时，TI公司MC3303-8脚输出不翻转，ON公司MC3303-8脚会翻转。
