LM25117负载问题

input 20v-32v，output 19v；

input 23V以上负载正常，23V 以下随着负载电流增加，电压会降低；当input为 22v-23v 的时候，最高负载4A左右电流；

请问是什么原因呢？  电路是参考TI工具的，layout参考datesheet。

有劳各位大神了，需求帮助！
