您指的频率误差具体是什么？CLKOUT2可以给PHY提供25M或者50M时钟。
SYSBOOT[18] provides a way to select a clock that can be generated by the device and output on CLKOUT2. This can be used to connect to an external ethernet PHY to eliminate the need for an external crystal or oscillator for the PHY.

目前没有看到频率误差的说明。EXTDEV_PLL 用来给CLKOUT2提供时钟。但是EXTDEV_PLL是低抖动DPLL，专门为提供外部参考时钟而设计。
