controlCARD Docking Station [R4.1]板上的3.3V供电是干什么用的？

今天在看controlCARD Docking Station [R4.1]板子的原理图发现板子上通过USB的5V通过TPS79533DCQ转的3.3V没有接到DSPF28379D板上，也没有通过JTAG接口接到DSP上，那这个3.3V主要作用是什么？只是用来生成板子上的3.3V的一些基准信号吗，还有DSPF28379D Control CARD是只需要5V供电就可以了么，板子的功耗在多少啊？
