F28069可以下载程序但是无法debug仿真，断电重新上电后也无法工作

我参考TI的原理图自己画了一个F28069的板卡，板卡可以下载程序，也可以运行，但是不能仿真，而且断电重新上电后也无法工作。错误提示是“break at address 0x3ff75c(这个地址是rom的地址) with no debug information available,or outside of program code”
