入网成功后，拿到较远距离，导致信号不好，出现现象：
1.远距离时不断重新入网，能发现网络，但不能rejoin，导致功耗降不下去。
2.在远距离一段时间后，再拿到近距离，但也是不能重新加入原来的网络，因为终端进入重新找网入网流程。
请教：
1.如何配置重新超过入网失败次数而进入休眠，解决功耗问题。
2.断网一段时间后，如何不让终端重新进入找网入网流程（不让它加入其它网络）。
rejoin看过是有隔一段时间发送的，但其间还是发送beacon request。
