函数"zclParseInConfigReportCmd"对命令的解析有错，在ZCL Config Report命令中，非Analog类型的Report Change不占用命令帧中的字节。发送该命令的函数zcl_SendConfigReportCmd中，非Analog类型的Report Change并未将其计入发送命令的dataLen中。
