我尝试通过自己发包建立连接，但是会出现某个包连发4次的情形，并且有些包没有响应，请问是什么问题，比如下面，Device Announce没有响应，并且当发送Data Request依然是传输密钥
终端所发送的数据包是我在PC端实现的，通过控制一个发包工具实现发包，目的是查看协调器的反应
