ACDRV is driving a PFET so required VGS (where ACDRV is G, and VCC is S) to turn on this FET is negative. BQ24610 will drive ACDRV as VCC - 6V, so as to apply a -6V VGS, and the spec in the datasheet that shows 7V max is actually referring to VACDRV_REG = VVCC – VACDRV. So with 18V VCC, and 12.6V observed ACDRV, your VACDRV_REG = 18 - 12.6 = 5.4V, which is within the ACDRV_REG spec, as well as should be sufficiently enough to drive the reverse blocking FET.
