BQ21080: BQ21080 SYS输出不了？

Part Number: BQ21080

1.上外电5V时，SYS引脚没有输出  接电池端VBAT端，SYS也没有输出

2.后面将SYS引脚上一下电,重新接外电或者内电SYS引脚都能正常输出电压？

这种现象有点奇怪，求解答？
