CC2640R2L: Bluetooth transmit power abnormal

I want to implement a simple bluetooth beacon app and found an anomaly in the transmit power during testing. When I tested last Monday, I set up sending 0dbm, but the actual test was 3dbm. After a week of re-measurement, the setting is to send 0dbm, and the actual test is 0dbm. The behavior is consistent every time you validate with your own application and SmartRF Studio 7 tools. My configuration was also generated with SmartRF Studio 7. Am I missing something that is not configured? Why do the same programs behave differently? Will it affect the stability of the product?
