关于预定义SECURE=1对设备重新入网的影响

之前所有设备都使能了SECURE=1，协调器使能了NV，其他设备没使能NV，然后发现当路由器或者终端节点重新上电后无法加入原来的网络，且协调器出现了貌似卡死的症状。
