BQ24030 电池供电时输出电压不足

 使用BQ24030，当只有电池供电到时候，电池输入电压VCC3.6_BAT为4v，测得输出电压VCC3.6/5只有2.15v，无法满足后级电路的电压需求。在设计的时候查看用户手册，电池管脚到输出管脚的dropout最大应该只有100mv，就是说输出电压应该可以达到3.9v附近，为什么实测的输出电压偏差这么多？是不是我哪里理解有误？
