bq25895 automatically enters boost mode, and provides 5V at PMID, only if the voltage at VBUS drops below the UVLO threshold, assuming OTG pin and OTG bit are high. Entering HiZ mode with a voltage at VBUS will not allow you to enter OTG mode.
