  Part Number: TMS320F28377S Pc端波特率给错了，波特率给低了，然后恢复正常，发现dsp的串口只能发送，无法接收，复位后恢复正常，后实验发现波特率给高了，硬件能检测到异常，给低了，硬件检测不到异常且无法接收到正常的数据，接收长度一直为0
