PGA308: IF THE THERMAL PAD OF pga308 CAN CONNECT TO GROUND

Would you please help us about the thermal pad of PGA308?

Could we connect the thermal pad to ground plane or power plane?

Or it is should only be a thermal pad?

I can’t find answer in datasheet.
