What's the difference between MPN: LM139J/PB and " LM139J"
Is it just a difference in the finish/Ball material?

They share the same finish/Ball material of SNPB。
LM139J/PB is the ex-National device, under the LM139-N GPN.
LM139J is the native TI equivalent device.
