手册中关于同步的描述：在OSCin的上升沿捕获sync的上升沿，经过t1,两片pll的输出同步上，t2为输出与参考时钟的确定性的延迟
时序要求：tcs_min=2.5ns,tch_min=2ns
OScin是100M的时钟，OScin与SYNC满足时序要求，但是pll输出的时钟信号同步不上。每SYNC一次，两片pll输出的时钟相位差会变化一次，但是未同步
