3.3V串口转5V的，波特率是19200，用TXB0102可以吗
它的OE引脚说明写要参考VCCA，是不是工作时OE引脚要接VCCA，而不是VCCB
不带方向控制位的可以看下TXB010x系列。带方向控制位的，可以看下SN74LVCxT245系列。
关于OE参考，您的理解是正确的，说明OE部分的电路参考的是VCCA, 上拉的话接VCCA,不是VCCB。
