CCS和目标板连接问题

我的仿真器为SEED-XDS510PLUS，将CCS和TMS320F28020目标板连接时出现如下错误，请问可能是哪儿的问题：

Error connecting to the target:

(Error -1156 @ 0x0)

Device may be operating in low-power mode. Do you want to bring it out of this mode?

刚开始怀疑是CCS版本太高，CCSv5和CCSv4都试过了，现象完全一样，请求专家支持！
