TMS320F28062 MODE3模式启动失败

TMS320F28062单板连接仿真器正常，下载至flash也下载成功，点击运行后LED闪烁正常，程序运行正常。

BUT，断电后拔下仿真器，重新上电，程序貌似没启动，LED也不闪烁。

已排查了GPIO34=1,GPIO37=1,TRST=0.
