TMS320F28069M: 烧录程序掉电后程序消失

在使用LAUNCHXL-F28069M时，将Boot的三个拨码开关打到HHL时，显示：

Error connecting to the target:
(Error -1135 @ 0x0)
The debug probe reported an error. Confirm debug probe configuration and connections, reset the debug probe, and retry the operation.
(Emulation package 9.4.0.00129)

而在将第三位改为H后，程序在掉电后消失，板子上LED闪烁，为初始例程。

请问该怎么配置可以将代码正确保存到芯片中。
