问题如标题，TM4C123 IC 无法烧入程式。
第一次设计没有外接震荡器。
有做一些测试:
1.16M震荡器焊接上，结果是能烧入。
2.OSC0接地，结果是不能烧入。
电路如下图:
用的是哪个板子上的烧录器？
16M振荡器接的是哪个端口？

1.使用Launch Pad
2.如下图:
有焊接上震荡器，是能正常工作。目前解决方式:先使用有震荡器的方式。无震荡器的设计，我后续再查阅资料。当时设计也是参考Launch Pad。
