TPS61291在3.3V供电以下时可以升压供出3.3V，但在电源大于3.3V时可以主动降压到3.3V吗
tps61291只是纯升压芯片，没有降压功能，如果需要输出电压稳定3.3，建议使用既能升压又能降压的buck boost芯片
