TPS61021A只能升压，电池电压高于3.3时无法输出3.3V，建议使用buck boost类芯片

直接采用具备升降压的芯片来做，推荐选择：TPS63051, TPS63031

tps61021a是4.4V的，所以最大4.2V的锂电池是可以的。
你的输出要求shi什么，如果是升压那就可以，但是压差不能过小。降压的话就选降压芯片，可以直接在WEBENCH上搜索
