LM25085工作不正常

24~32V输入，15V输出，按照webench仿真设计的原理图，参考评估板以及仿真布局布线做的电路，上电28V后，Vout没有输出电压，VIN-VCC几乎等于0V，去掉PMOS后芯片上电28V，VIN-VCC等于1.2V左右，，，按照芯片内部的Negative Bias Regulator看，这两个引脚之间正常供电后应该是稳定的7.7V左右波动啊，1V左右的压差是不是意味着芯片的这一部分已经挂了？
