bq25895 automatically enters boost mode, and provides 5V at PMID, only if the voltage at VBUS drops below the UVLO threshold, assuming OTG pin and OTG bit are high. Entering HiZ mode with a voltage at VBUS will not allow you to enter OTG mode.
One solution would be to add an external PFET in series with VBUS and use the pushbutton to remove the power source from VBUS and simultaneously pull OTG pin high. OTG would be low otherwise so that the IC doesn't enter OTG mode unless the pushbutton is pressed.
