BQ25895 SYS不升压

目前使用BQ25895,没有对IIC进行任何配置，D+,D-悬空，CE接地，DSEL和QON悬空，ILIM负载电阻220欧，可以正常给电池充电，OTG拉高PMID也有升压输出，但是当VBUS不输入，电池电量低于3.5V的时候，SYS输出为随电池电压变化，没有升压至最低电压，OTG拉高拉低都尝试过了均不行，请指教
