BQ24640在断电后，立即再上电。此时超级电容里的电压大概19V，再次上电，超级电容没有立即进入充电，等到超级电容电压降到13V上下才进入充电状态，超级电容电压开始升高。
数据手册没有明确说recharge 的电压，只有enable charge的条件，您看一下数据手册7.3.4 Enable and Disable Charging
