TPS3823-33DBVR 芯片由MOS管控制电源，复位脚上拉10K电阻，当芯片不供电时，复位脚1.5V电平。
问题以解决是因为WDI脚灌电压进去，造成TPS3823工作，当给芯片通电后，由于芯片检测到电压低于3.3V所以发生复位。
