TPS65131能否稳定输出3W？即：两路输出+12V和-12V，能否同时持续满足各1.5W？

主要看你的输入电压，见datasheet第6页figure2/4, 这个是不同输出电压下的最大输出负载电流，从图形看，输入即便在最低2.5V下都可以输出12V/1.5W, 而-12V，看起来建议输入电压至少要大于3V.
输入5V，是否可以保证两路持续输出都1.5w
