目前没有找到将满足你需求的集成双通道的器件，如果分别用芯片来搭建，建议你可以参考如下方案：
升压的部分建议可以考虑TPS61086搭建boost升压电路， 分别得到12V和15V。
负电压的部分建议考虑MC33063A 搭建inverting反向电路，分别得到-12v和-15v.
