TPS7A39: Looks like unable to work following the operation instruction of datasheet?

Recently I am working for a DAQ board which is powered by a 24V DC voltage source. A PTN78020AAH together with a PTN78020WAH are used for transfer 24V outside input into a bipolar source with output of ±12V, and then I choose 2 pieces of TPS7A39 to lower the voltage to ±5V and ±2.5V with the recommended operation in the datasheet, in order to providing reference for ADC and DAC. However, I only get nearly 0V form the output of TPS7A39, which is so wired compared to the Pspice results. Part of schematic, simulation results, and PCB of Pspice is shown as follow. I'm new to the PCB design, may the problem generates from that?

         首先确认LDO  TPS7A39输入电压正常,EN电压正常,在不带载的情况下,看看是否仍然没有输出?

          也可以测试一下输出对GND阻抗,或者无输出时,芯片输入有输入电流,或者芯片是否有发烫现象,这些都可以判定芯片是否损坏。
