该芯片的recommended Operating conditions给出VCC的电压范围是-0.3V到28V, 而PH管脚是-2V到30V。那么在我们的实际应用中，VCC是20V的情况下，PH管脚的器件允许出现（施加）的电压最大和最小值是多少？PH的允许电压与VCC上的电压有无关联、关系？
