紧急求助TPS61040/TPS61041无法升压？？？

我严格按照datasheet电路设计了3.3V->12v电路（附图1）。焊接完调试无法实现升压（附图2）。

输入3.45v(示波器量测)

输出3.23v(示波器量测)

FB引脚电压2.84V(不正常，手册是基准电压1.233v)

尝试：换过芯片；接了负载5.1k；使能EN为高；

请教什么原因呢？
