BQ25606: 部分电池放电后，充不了电，指示灯微微亮，进入到未知状态

电池用的5000mAh的锂电池，有部分电池放电（有可能是过放）后，充不进电；此电池用5V或者其它充电池充一下（其实就是5-10秒），再用BQ25606来充电，就正常了。

当充不了电的电池接上外电时，state指示灯和PG指示灯电压不是0V，也不是5V，是1.几V，微微亮，和正常的电池亮度不一样。
