LMR16030PEVM: When the LMR16030PEVM chip is used, the voltage output is abnormal when the load runs

Hello, I have encountered some technical problems when using the LMR16030 chip. Could you help me solve them?

Design requirements: need to design DC-DC circuit. The input is 18V to 60V, and the output is 18V/3A.
1, When the input voltage is 18V~60V, the output is stable at 18V, and the current can reach the maximum 3A.
2, When the input voltage is 18V~5V, the output voltage must be basically equal to the input voltage, and the current needs 2A output.

Design introduction: At present, the chip we use is LMR16030, the schematic diagram drawn, the selected components and the parameter values of the components are generated by the design tool of TI's official website (Vin: 20~60; Vout: 18V ; Iout: 3A ; Temp:30 ° C).

Test environment: The output is connected to the load meter, and the load meter is set to 2A current. The input is connected to an adjustable DC regulated power supply with 0~60V 3A capability.

Test results and problem feedback:
1, The input voltage is 5V~14V, 20V~60V range to meet the demand. (No problem)
2, When the input voltage is 14V~20V, the output voltage has been maintained at about 14V, which cannot meet the demand. (outlier)
  •  Is there an exception when the input voltage ranges from 14V to 20V?
