LM358运放单电源供电15.3V损坏原因

请问下TI的专家
 问题：LM358供电15.3V，按手册没问题，但实际电路输出不正常，输出电压7.6V左右。
1、我以为LM358坏了，更换新LM358后输出是7.4V，且慢慢增加到7.8V
2、然后我把供电调成12V，输出仍然7.8V.
3、在12V电压下更换新LM358，输出正常。
我分析是单电源15.3V电压供电（在手册合理范围内）导致LM358损坏，但不清楚原因。电路图如下
