INA239-Q1: How to use???

Hi，

I can't receive any feedback from INA239 when I use it.（INA239AQDGSRQ1）

Here is my schematic.（VIN is 28V or 36V）

I am currently using a SPI to USB utility to make the chip communicate with my computer, but I fail and the INA239 does not give any information .

I want to use this tool to read 239 register configuration, write register configuration, and read voltage and current information.

How should I proceed?
