XTR117无法调节电流输出

如上图电路，去掉U1光耦，去掉C61，调整R131、R5、R6，使得R6左端电压变化时，LOOP端输出电流一直保持不变（接120ohm电阻，电流为25ma左右，接风阀设备时电流为7ma左右），总之RIN的输入电压不管怎么调节，输出电流一直是恒定的，求指教。
