Can you share your clock tree/configuration file? In order to have phase determinism between OSCin and the output, you need to feedback one of your outputs into the PLL2 N Divider.

I found some issues with the configuration, predominantly related to how the looped back output was treated in the N divider. I have constructed a new config that will require you to change your PLL1 Bypass from CLKin1 to OSCin, but it should work reliably - I achieved lock and the output frequencies were as the TICS Pro config stated.

Thanks for your help. But I still have a question.
Only pll2 loop ZDM can be stably locked, but the phase difference between the 40M clock of OSCIN and the 40M clock of OUT0 is 4ns. Is this normal? We understand that after the ZDM is implemented, the phase difference between these two clocks should be 0ns. The yellow part in the following figure is the OSCIN clock, and the blue part is the clock of OUT0.

This appears normal - ZDM does not imply that the phase difference between these two clocks will be 0ns, but it does imply that they will have a fixed relationship.
Have you implemented a SYNC event? Technically speaking, ZDM only results in this deterministic relationship between OSCin and the fed back output (CLKout8 I beiieve?) until a SYNC event is triggered.
