CDCM61004: 上电无输出时钟

Part Number: CDCM61004

CDCM61004上电没有时钟输出，此时XIN时钟输入正常，CE，RSTN均为高电平；故障偶尔出现，出现后重新下电上电或CE拉低后拉高，片子重新输出。XIN连接FPGA，LVCMOS3.3电平，没有加电容，会导致这个问题吗？
