AFE5832LPEVM: The emission waveform of the circuit board cannot be detected

I am using the Swroop circuit board .I followed the official steps, and can only detect the SYNC signal, but cannot detect the TX7332 OUTPUT.

I found that after I powered it on, the voltage was normal, but after I programmed the FPGA bit file, my 5V voltage dropped to 3.3V. I don't know if this is normal.
