VCCB为3,3V.我将北斗芯片的TXD1与RXD1输入到芯片进行转换，输出的TXD3和RXD3只有1.8V的电平，没有信号北斗信号的波形输出，这是什么原因，当OE引脚悬空时，会产生频率比较高的方波，与北斗信号的波形频率不一致。
