在 TX_EN and TX_ER 接低， 编码器插入idle字符K28.5.and D5.6 或K28.5 and D16.2, 发送这两种编码，没有特别规则。
这个idle状态下同步碼是tlk2501自动发送的吧，还有其他的状态，是不是只需要设置好TX_ER和TX_EN就自动进入相应的状态了
