74HC4046鉴相器pcout2输出波形及电平

4046电路图分别如下所示,中心频率为2M,设置锁频范围为1.8MHz-2.35MHz,R1=39K,R2=10K,C1=410PF,R3=20K,R4=310,C2=470NF,将鉴相器和低通滤波电路之间断开,直接测试鉴相器输出,如下图。现有几个问题:

1,电路中采用4.5V正电压,为什么鉴相器输出在0电平上下出现正电平和负电平?(看pdf介绍的电路框图,应该有4.5/2v的直流偏置电压)?

2,低通滤波器采用以上参数,测试输出没有什么变化,一直是低电平(滤波参数不合适)?

3,锁定检测出现矩形波,失锁点出现200mv左右的噪声,是因为电源噪声?pcb设计问题?有什么好建议?
