测试中发现一块单板DP83848 SOC无法识别，MDC接口未发出配置信号一直处于高电平状态，交叉验证soc主板是ok的，更换DP83848也无效，请帮忙回复下如下问题：
（1）soc识别DP83848外置phy需要什么条件？
（2）soc通过mdc接口去配置phy芯片，是在已经识别到外置phy DP83848并且驱动加载ok的情况下吗？
