假设前级芯片的输出VOH（min）>2.4V，后级芯片的输入VIH（max）<2V，那么这个就是可以连接的，这与供电电压 是不存在 唯一对应关系的
如果其他没有什么特殊情况，如输入范围、参考地的一致性等，那这个是可以连接的
两个IO口是否能直接连接，那么得要求driver的Voh receiver的Vih。同样，driver的Vol<receiver的Vil。如图。
